Overcoming obstacles to the finish the line

In the early days of November 2021, on the Cua Luc 1 construction site, the construction units were still working hard, trying to race at speed to complete as committed by the end of this year. This bridge of more than 2,100 billion VND, when it is completed, will connect the two banks of Cua Luc Bay, opening a new development space for Ha Long City and Quang Ninh province.

Overcome difficulties

When we came directly to the Cua Luc 1 Bridge Project, we met Mr. Nguyen Duc Phuong, Deputy Director of the Executive Board in charge of technology at Deo Ca Group’s projects in Quang Ninh. He has been with the project of Cua Luc 1 Bridge Project and Bao Bien Tunnel since the early days of construction.Therefore, more than anyone else, he is the one who understands best the difficulties, challenges and pressures that project team members have to go through.

Remember, September 2 at Mui Chua port, Tien Yen district, Quang Ninh province, we launched the peak emulation “100 days and nights to complete 3 key and motivational projects” including the Van Don – Mong Cai expressway project; the project of the sea route connecting Ha Long city with Cam Pha city and the project of Cua Luc bridge 1. As planned, before December 31, 2021, it all will be put into use. In those projects, Deo Ca Group is the contractor for the construction of Bao Bien road and Cua Luc 1 bridge.


Project site engineers exchange work and handover between shifts

After the launch date, the epidemic situation was still very complicated, and localities have strictly implemented social distancing. Thus, it was extremely difficult and strenuous to mobilize vehicles, equipment, materials and personnel in projects. In addition, the period from early September to the end of the year is the time when the weather in Quang Ninh often has rain and storms, greatly affecting the construction progress of the works.

Mr. Phuong shared that: “At the time of the Covid-19 outbreak, Quang Ninh province was a drastic locality in epidemic prevention and control, strictly controlling foreigners entering Quang Ninh. For that reason, after the province launched the “100 days and nights” peak emulation movement, it was extremely difficult to mobilize equipment and personnel. When Quang Ninh is in the rainy season, it rains day and night, so hindering the construction progress of Cua Luc 1 is inevitable. Because bridge constructions often require welding and using outdoor electrical equipments, when it rains, it will be easy to catch fire, which will be dangerous to workers as well as affect the work of installing Super-T beams. For the Sea Tunnel, the weather does not have a great influence on the construction. However, the limitation of personnel and equipment is also a big challenge for all members of the Department.

Faced with the above difficulties, all officials in the Executive Board were determined to find a way to solve them, go ahead, and complete the Project on schedule. The management board has worked directly with the province to apply for a special mechanism for contractors’ personnel working on key projects to be able to go in and out the locality. In addition, the Board also made a detailed plan for the transportation, testing and isolation of workers in a separate area, avoid isolating in the general isolation area where it is easy to cause cross-contamination, affecting the construction activities of the Board. “Quang Ninh also supported Deo Ca’s determination, the province issued a directive to the Departments, Boards and Sectors to support contractors in mobilizing personnel and transporting machinery and equipment to the site” said Mr. Phuong.

Currently, Cua Luc 1 has completed 85%, the seawall tunnel has completed 80% of the total workload.

The project of Cua Luc 1 bridge and the path has a total length of 4,265 m, with the first point of intersection with the road connecting Cai Lan – Viet Hung industrial park to Ha Long – Van Don highway in Gieng Day ward, the end point connecting with Ha Long city.
The main bridge is designed in the form of a concrete-filled steel pipe arch with 6 lanes for motor vehicles, 33.1 meters wide, 290 meters long, static clearance 40×7 m; the bridge section is 565 meters long, the path is 3,380 meters long with 6 lanes for motor vehicles; Design speed is 60km/h.
After completion, the bridge will not only be a traffic work, but also an architectural and artistic work on Cua Luc Bay.
With the new development strategy of Ha Long City in the direction of a multipolar model, taking Cua Luc Bay as the connection center, Quang Ninh province decided to invest in 3 bridges spanning Cua Luc Bay, including Cua Luc Bridge 1, Cua Luc 2 and Cua Luc 3.


Mr. Phuong shared more:
“When Deo Ca first arrived for construction in Quang Ninh, the province still did not believe it and raised many doubts. But with the determination and creativity, through the current results achieved at Cua Luc 1 bridge and Seawall tunnel, it can be seen that Deo Ca is always ahead of schedule committed to the investor and the province, gradually affirming the bravery of Deo Ca’s people, as the motto that President Ho Minh Hoang often said: “Happiness only comes to those who are on time”.Overcome Doubts

Our trip that day was right on the day that the provincial leader went to check the construction progress. When we asked the workers on the construction site, we learned that Quang Ninh province usually follows closely and comes to check the progress at Cua Luc 1 bridge and Seawall tunnel.

Mr. Pham Ngoc Vinh – Director of project management and construction investment department of civil and industrial works in Quang Ninh province commented: “Basically, Deo Ca is at the head of the joint venture and has closely coordinated and directed the construction and ensured the commitments with the province. Up to this moment, we have also put our trust in Deo Ca, Trung Chinh and Thinh Phat with the launch of 100 days and nights to complete major projects in Quang Ninh province. Deo Ca Group has kept its promise to Quang Ninh province to put the project into operation and use as soon as possible, and we feel that Ca Deo takes its promises very seriously.”

It can be seen that Deo Ca is continuing to assert its bravery through each work and project across the country.
